When a Customer account is configured for Purchase Mode in the Control Panel, licenses are primarily allocated to the customer's Microsoft 365 tenant.  The licenses can be purchased directly without being assigned to users, or they can be purchased and assigned to users in a single process.  Any licenses that are allocated to the tenant are billable regardless of whether they are assigned to users or not.

The new subscription purchase will typically take a few minutes to complete.  Once the purchase has been completed, the new licenses will appear under the Licenses Assigned list.  The QTY column will reflect the current number of licenses that are assigned to users, and the total number of licenses that have been purchased for the account.
