The Control Panel supports two methods of allocating Microsoft 365 licenses to customer accounts: Usage Mode and Purchase Mode.  This allows customers to choose the best method of consuming licenses for their business needs.

  • Usage Mode - When an account is configured for Usage Mode (also known as Subscription Mode), licenses are assigned directly to users within the account. If a license is removed from a user, that license is automatically removed from the Microsoft 365 tenant. If a user is removed from the tenant, any corresponding licenses that were assigned to that user are also automatically removed. This allows a customer to pay only for the licenses that are actively being utilized by its users. This is the mode that most customers use for allocating licenses, and is the default mode that is assigned to any new customer account when it is created.
  • Purchase Mode - Under purchase mode, licenses are primarily allocated to the customer tenant. Those licenses can be purchased in blocks, and may be assigned separately to users based upon the business needs. When an account is configured for purchase mode, all licenses allocated to the tenant are billable regardless of whether they are being utilized by a user or not. Companies may choose to allocate licenses using Purchase Mode if they typically experience a high amount of turnover and wish to maintain a pool of licenses to easily move them between users, if they have rapidly changing license needs, or if they use any licenses that are not user-specific.

Important Note: Customer accounts can switch from Usage Mode to Purchase Mode at any time within the Control Panel.  Switching from Purchase Mode to Usage Mode will be queued to be completed on the first day of the month. We highly recommend reviewing your business needs before switching between licensing modes.  Our Support Team is unable to override the Purchase Mode to Usage Mode restriction.
